European Union (EU) enlargement remains a merit-based process, and if they make the effort, one to three Western Balkans countries could become EU members by the end of the decade – first Montenegro, then Albania, and possibly Serbia, European Commissioner for Enlargement Marta Kos told a meeting of the European Parliament’s Committee on Foreign Affairs (AFET).
